i. Approval of March 15, 2024, meeting minutes

CEO Resolution 23 – 08 concurs with the Southwestern Area Workforce Development Board to approve travel, meals, hotel, and conference fees for Southwestern Area Workforce Development Board members to attend the 2024 New Mexico Workforce Conference scheduled for August 21 - 22, 2024, in Albuquerque, NM

ii. CEO Resolution 23 – 09 approves the PY24 Open Meetings Act Resolution

ii. CEO Resolution 23 – 10 appoints members to the Southwestern Area Workforce Development Board for terms beginning on July 1, 2024

b) Southwestern Area Workforce Development Board Consent Agenda Items

i. Approval of April 11, 2024, meeting minutes

ii. SAWDB Resolution 23 – 16 approves the PY23 Open Meetings Act Resolution

iii. SAWDB Resolution 23 – 17 approves the Memorandum of Understanding between the Southwestern Area Workforce Development Board and American Job Center Partners

VII. CEO Discussion, Consideration, and Possible Action Regarding

a) CEO Resolution 23 – 11 accepts the Independent Auditor's Report for the period of July 1, 2022, through June 30, 2023

     b) CEO Resolution 23 – 12 approves the CEO agreement

c) CEO Resolution 23 – 13 approves a government-to-government contract agreement between the Chief Elected Officials and the South Central Council of Governments to provide fiscal agent services from July 1, 2024, to June 30, 2025, and authorizes the CEO Chair or Vice-Chair to sign the agreement

d) CEO Resolution 23 – 14 approves the CEO meeting calendar through June 30, 2025

VIII. SAWDB Discussion, Consideration, and Possible Action Regarding

a) SAWDB Resolution 23 – 18 approves a contract grant agreement with the New Mexico Department of Workforce Solutions and the Southwestern Area Workforce Development Board to provide Workforce Innovation and Opportunity Act services from July 1, 2024, through June 30, 2026, and authorizes the SAWDB and CEO Chairs or Vice-Chairs to sign the agreement

b) SAWDB Resolution 23 – 19 approves the PY24 SAWDB Budget for the period of July 1, 2024, through June 30, 2025

c) SAWDB Resolution 23 – 20 approves a government-to-government contract agreement with the South Central Council of Governments to provide WIOA Administrative Entity Services for the period of July 1, 2024, through June 30, 2025, and authorizes the SAWDB Chair or Vice-Chair to sign the agreement

d) SAWDB Resolution 23 – 21 approves a government-to-government contract agreement with Alamo Navajo School Board, Inc. to provide WIOA Youth Services for the period of July 1, 2024, through June 30, 2025, and authorizes the SAWDB Chair or Vice-Chair to sign the agreement

e) SAWDB Resolution 23 – 22 approves a third-year contract agreement with Arbor E&T, LLC dba Equus Workforce Solutions to provide WIOA Youth Services for the period of July 1, 2024, through June 30, 2025, and authorizes the SAWDB Chair or Vice-Chair to sign the agreement

f) SAWDB Resolution 23 – 23 approves a second-year contract agreement with Arbor E&T, LLC dba Equus Workforce Solutions to provide WIOA Adult & Dislocated Worker Services for the period of July 1, 2024, through June 30, 2025, and authorizes the SAWDB Chair or Vice-Chair to sign the agreement

g) SAWDB Resolution 23 – 24 approves a second-year contract agreement with Arbor E&T, LLC dba Equus Workforce Solutions to provide WIOA One-Stop Operator Services for the period of July 1, 2024, through June 30, 2025, and authorizes the SAWDB Chair or Vice-Chair to sign the agreement

h) SAWDB Resolution 23 – 25 approves new and amended policies

i) SAWDB Resolution 23 – 26 approves a lease termination between the Southwestern Area Workforce Development Board and the City of Truth or Consequences

j) SAWDB Resolution 23 – 27 approves a lease agreement between the Southwestern Area Workforce Development Board and Tresco, Inc. in Truth or Consequences

k) SAWDB Resolution 23 – 28 approves a lease agreement between the Southwestern Area Workforce Development Board and G-R Real Estate Partnership in Socorro

l) SAWDB Resolution 23 – 29 approves the SAWDB meeting calendar through June 30, 2025

IX. CEO Consent - Concurrence - Approval with SAWDB Action (The items below are considered consent concurrence items and are approved with the motion to concur with the SAWDB action in the resolutions listed above).
